No. 1 PETITION Dear Boris Nikolaevich! On December 20, 1996 on the occasion of the 125th anniversary of the donation to the city of Moscow by the Marshal of Moscow Province Nobility Alexander D. Tchertkoff of his unique library "Rossika" as Moscow's first free public library, his direct descendant and grandson of the last Speaker of the Imperial Duma, Nicolai S. Tchertkoff-Rodzianko was invited to address the Parliament of the Russian Federation. Nicolai S. Tchertkoff spoke about the best traditions of the Russian Patronage of Art and acquainted the Deputies with his cultural project, in which the main goal is the restoration of the architectural building complex on Myasnitskaya Street near the Kremlin, which once belonged to A.D. Tchertkoff, and the restoration of its library. For that purpose, he founded a non-political organization in the United States: the TCHERTKOFF MEMORIAL & CULTURAL FOUNDATION and the SOCIETY FOR CULTURAL PATRONS, which will be able to raise the necessary funds for that purpose. A 49-year lease of the Tchertkoff Mansion (on Myasnitskaya Street No. 7) - which is a Historical Monument and which is one of the most famous cultural landmarks in the center of Moscow, linked with such names as Pushkin, Gogol and Tolstoy - by the State Committee on Property to a stock company LogoVAZ, is rapidly deteriorating. The book collection (over 50,000 volumes) of the Tchertkoff library is kept in a poorly adapted storage room of the State Historical Library. What has happened is that the State Committee on Property misled LogoVAZ when it signed the lease agreement regarding the historical value of the Tchertkoff Mansion on Myasnitskaya 7. Dear Boris Nikolaevich, it will not be superfluous if you, as President of the Russian Federation will reprimand the State Committee on Property about the inadmissibility of such mistakes. We believe that such an approach to resolve the question of the preservation of historical monuments in Russia is unacceptable. Such mistakes not only compromise Russia in the face of influential circles in the world community, but inflict a considerable moral and material damage to the new political and economical structures of Russia on whose success of the fate of undertaken reforms depend. It is necessary to instruct the State Committee on Property of the Russian Federation to find an adequate location for the Stock Company LogoVAZ, and for the Government of the Russian Federation to create favorable conditions in order to attract foreign investment to support Russian culture, the historical and architectural monuments in Russia, and by doing so, to give support to the noble initiative of Nicolai S.
